April 11, 2018 -- U.S. Rep. Luke Messer (IN-06) joined “Fox and Friends”  this morning to discuss legislation he authored to end the illegal immigrant bonus sanctuary cities receive through federal funding.

The Funding Americans First Act would use President Trump’s new citizenship question on the Census to allocate federal funds based on number of citizens, not the total population, which currently includes illegal immigrants.

“Our bill is designed to stop the illegal immigrant bonus that sanctuary cities get under current law,” Messer said during the interview. “It’s crazy that these communities literally get a financial bonus for having illegal immigrants and we need to stop it.”

Messer’s bill was inspired by President Trump’s decision to add a citizenship question to the U.S. Census.

“I applaud the President’s leadership,” Messer said on “Fox and Friends”. “The President has said we are going to have a citizenship question on our census…that is great progress. But now we need to give that some teeth and that’s what my bill does.”

More than 130 federal programs use Census population data to calculate state and local grant funding levels, totaling nearly $690 billion. Currently, Census population data includes illegal immigrants, in addition to citizens and legal residents.

Messer also slammed Democrats for allowing sanctuary cities to break the law and harbor illegal immigrants. San Jose, California has roughly the same population as Indianapolis (2 million), yet at least 180,000 of San Jose's residents are illegal immigrants. San Jose has 66% more illegal immigrants than the entire state of Indiana combined.

“The Democratic Party has now become the party of illegal immigration in this country,” Messer said in the interview. “President Trump won on a platform of building a wall, securing our border, getting tough on illegal immigration. This census question is one example and I applaud the President’s efforts.”

Messer’s bill would direct federal agencies to use the number of U.S. citizens residing in a state or locality, per the U.S. Census Bureau, when determining funding for block grants, categorical grants, or other federal resources.
